About this opportunity

The West Virginia Department of Administration Purchasing Division, procuring on behalf of the WV Division of Natural Resources, is requesting quotations for repaving and improvement of the Extra Mile Trail at North Bend State Park in Harrisville under CRFQ 0310 DNR2700000007, with bids due October 8, 2026 at 1:30 p.m.

The scope covers repair and repaving of approximately 1,700 linear feet of existing paved hiking trail (8.5 feet wide), including approximately 5,650 square feet of milling, earthwork, creation of three widened bump-outs, rip rap installation at six downslope locations to repair washouts, transitions at trail entry points and concrete sidewalk connections, and asphalt installation to railings to prevent tripping hazards. Park staff will remove low-hanging limbs, clear vegetation and debris, and coordinate asphalt millings disposal; a secondary access road will be available for contractor use with park staff providing stone transition at the access point. All work is contained in a lump-sum base bid with no additive alternates.

Vendors must hold a valid West Virginia contractor's license and demonstrate at least five years of experience on similar projects. A 5% bid bond is required with bid submission; upon award, the successful vendor must provide performance and labor/material payment bonds, each at 100% of contract value. A signed drug-free workplace affidavit is required, though it may be submitted within one business day of request if not included with the bid. Vendors must register with the West Virginia Purchasing Division and pay a $125 registration fee prior to award.

Work commences upon receipt of notice to proceed. Payment is made in arrears upon invoice receipt and work completion; vendors must accept electronic funds transfer and P-Card payment. Addendum #1, issued September 30, 2026, provides specification clarifications and a pre-bid sign-in sheet; vendors must acknowledge receipt of all addenda by submitting the Addendum Acknowledgment Form or face bid disqualification. Questions should be directed to Joseph E. Hager III at (304) 558-2306 or joseph.e.hageriii@wv.gov.
