About this opportunity
The City of Royal Oak is soliciting electronic proposals for a Network Cabling Upgrade and Demolition project at the Royal Oak Public Library located at 222 E 11 Mile Road, Royal Oak, Michigan 48067. This procurement involves the acquisition and installation of new Category 6A network cabling infrastructure to replace existing systems, encompassing approximately 46,500 linear feet of cable and 186 total drops (61 public, 12 wireless access points, 109 network, and 4 building drops). Deliverables include installation of a new enclosed equipment cabinet, demolition and removal of approximately 205 existing cables and associated phone equipment, provision of cabling supports and ladder racking, and migration/cutover services. The successful bidder must provide a comprehensive turn-key system with all labor, materials, equipment, testing, documentation, and warranty provisions to achieve 100 percent functionality. Contractor qualifications must include manufacturer approval and a minimum of five years of documented history in cabling system installations, with all materials being new and UL listed. Cable testing must be conducted using the Permanent Link Method per ANSI/TIA 568 standards with results submitted in electronic format. Critical deadlines include a mandatory pre-proposal meeting on February 24, 2026 at 10:30 AM, a question submission deadline of March 3, 2026 at 5:00 PM, and an electronic proposal submission deadline of 3:00 PM on Monday, March 16, 2026, through the procurement portal at https://procurement.opengov.com/portal/romi. Award results will be made available through the procurement portal following proposal evaluations, with contract award estimated for March 20, 2026, and project start targeted for June 1, 2026, with completion by August 28, 2026.
The RFP does not identify any specific set-aside designations, disadvantaged enterprise requirements, or restrictions on organizational types eligible to respond. No incumbent vendors or current contractors are identified in the available documentation. The project requires coordination with Convergent Technology Partners, the Professional Services Contractor, and library management, with work to be performed primarily after hours and in non-public areas to minimize disruption. The successful bidder must obtain all necessary licenses and permits at no cost to the City and provide a $1,000,000 Combined Single Limit Commercial General Liability policy, Workers' Compensation coverage with $100,000 Employer's Liability, and $1,000,000 Automobile Liability coverage within ten working days of contract award. The contractor must provide a one-year installation labor and material warranty and coordinate a minimum 20-year product and applications warranty from manufacturers. No specific budget or award value is disclosed in the available documents; however, pricing must be quoted in U.S. currency as total cost delivered with F.O.B. shipment terms, and prices must remain firm for 90 days from bid award or until project completion, whichever is longer.
