This is an IFB subject to NYS Finance Law 139j & k (Lobbying Law), which restricts all vendor contact to the designated procurement officer only; unauthorized contact can result in contract denial or debarment from sales to any NYS agency.

The system must include nanoindentation, nanoscratch, nanowear, in-situ Scanning Probe Microscopy imaging, high-speed mechanical property mapping, and dynamic mechanical analysis capabilities. The system will be installed at SUNY Poly's Utica campus in Donovan Hall's Multifunctional Lab and must fit through an 84" × 108" doorway. All equipment must be fully operational and safe-certified in writing before final payment.

Pricing must be FOB Destination freight prepaid, all-inclusive in USD, and include delivery, installation, calibration, on-site training (minimum two full days), and three years of full warranty coverage. Extended warranty for three additional years is optional. All costs including travel must be included. The bidder must confirm on-site service response capability within five business days. The contract term is one year with an option to renew for up to three additional years; annual cost adjustments for renewal shall not exceed the nationally accepted Consumer Price Index. Award will be made to the lowest responsive bid from a responsible and qualified bidder. Questions are due August 6, 2026 at 3:00 p.m. EST, with official responses by August 13. Bids must remain firm for ninety days.
