About this opportunity

The State of Alabama Division of Procurement is requesting bids on multimodal transit vans and buses under ITB with bids due September 15, 2026, and a mandatory pre-bid conference on August 11, 2026 at 1:30 p.m. CST at the Division of Procurement Auditorium in Montgomery. Vendors who fail to attend the mandatory pre-bid conference or sign in will have their bids rejected upon submission.

This procurement is funded through the Federal Transit Administration and is governed by Buy America requirements mandating that all steel, iron, and manufactured products be produced in the United States unless a waiver is granted, with 60 percent or more of component costs originating domestically and final assembly occurring in the United States. All bids must include completed Buy America certifications. Federal ADA compliance, Federal motor vehicle safety standards, and Americans with Disabilities Act accessibility requirements apply.

The scope encompasses specialty transit vans and buses in multiple configurations, including high-roof transit vans with and without rear-lift handicapped accessibility, ADA-compliant minivans with rear ramp and side ramp options, cutaway buses, and full-size vans. All vehicles must be new, unused, factory-qualified conversions meeting comprehensive specifications including powertrain (automatic transmission, front-wheel drive, EPA 50 State emissions compliance), accessibility systems (wheelchair securement, ramps with minimum 800-pound capacity, lowered floors), and safety features (OEM airbags, backup cameras with HD recording, emergency communication systems). Detailed dimensional and component requirements span GVWR, seating configurations, interior height, wheel specifications, and striping per grantee designation.

All equipment must include factory bumper-to-bumper warranty with service available at a repair facility located in Alabama. The resulting statewide contract will be available to state agencies, eligible local government entities including cities and counties, schools, and universities. Award is made by line item to the lowest-priced bidder meeting all specifications on an F.O.B. Destination basis. The initial contract term is 12 months with four optional 12-month renewal periods, each requiring written approval from both parties no later than 30 days prior to expiration. Awarded suppliers must remit a 1.0% administrative fee on total sales quarterly. Questions are due September 9, 2026 at 5:00 p.m. through the Alabama Buys supplier portal.
