About this file

This is a vehicle specification document for the State of Alabama Department of Transportation (ALDOT) establishing technical requirements for factory-qualified vehicle conversion providers supplying ADA-compliant passenger vans and buses under the Federal Transit Administration (FTA) Vans & Buses Contract. The State of Alabama seeks complete vehicle conversions meeting minimum specifications across four primary configurations: Minivan HAP 1 Rear Loading (4 ambulatory, 1 wheelchair, 1 driver), Minivan HAP 2 Rear Loading (3 ambulatory, 2 wheelchair, 1 driver), Minivan HAP 1 & 2 Side Loading Swing Out Ramp (6 ambulatory, 1-2 wheelchairs, 1 driver), and Minivan HAP 1 & 2 Side Loading In-Floor Ramp (6 ambulatory, 1-2 wheelchairs, 1 driver). A mandatory pre-bid conference is scheduled for August 11, 2026 at 1:30 pm CST at the RSA Union Building in Montgomery, Alabama. All vehicles must include factory bumper-to-bumper warranties covering drivetrain, achieve Buy America compliance for FTA funding, and comply with Federal ADA standards (36 CFR Part 1192), SAE J2249, and 49 CFR Parts 571 and 393.

The specifications establish comprehensive requirements across vehicle dimensions (GVWR 6,000-10,000 pounds, minimum 200-inch length, 78-inch width, 60-inch interior height), powertrain (automatic transmission, front-wheel drive, EPA 50 State emissions compliance), chassis systems (160-amp alternator minimum, heavy-duty four-wheel disc brakes, stainless steel exhaust), safety features (OEM airbags, fire extinguishers, first aid and bloodborne pathogen kits, emergency communication systems), and accessibility components (wheelchair securement systems with four-point fastening, manual fold-out or swing ramps with minimum 800-pound capacity, lowered floors providing 56-inch vertical clearance, ramp illumination minimum 22 lux). Additional requirements include vinyl seat covers, backup cameras with HD recording and 14-day storage, Bluetooth-compatible audio systems with front and rear speakers, full undercoating for rust protection, and comprehensive operational manuals available in digital format. All vehicles must be white with specified striping and lettering per grantee designation (5310 or 5311), and conversion providers must demonstrate compliance through welding standards adherence (ASTM and American Welding Society), bus testing at the Altoona Bus Testing Center when applicable, and adherence to all federal and state regulations.
