About this opportunity

The Colorado Department of Public Health and Environment, Air Pollution Control Division is soliciting bids for construction of three air toxics monitoring sites under the Municipality-Tied Ground-based Observations of Air Toxics (MT GOAT) network project, with electronic bids due August 11, 2026 at 2:00 PM and a mandatory pre-bid conference and site tour on August 3, 2026 at 2:30 PM in Wheat Ridge. Colorado labor must comprise at least 80% of work performed, and preference is given to Colorado resident bidders.

The project scope encompasses construction of three monitoring sites in Commerce City (Adams Birch Street and SACWSD Pump Station locations) and Pueblo (Eastwood Heights Park). Work includes installation of prefabricated air monitoring shelters ranging from 8' × 8' × 8' to 11'10" × 20', cement pads and walkways, electrical power infrastructure (100–200 ampere capacity), security fencing, site grading and swales for drainage, and parking spaces at the Adams Birch Street location. Construction documents reflect 2024 International Building Code compliance with snow loads of 35 psf ground and 30 psf flat roof, wind speeds of 115 mph, and seismic design category B. Structural concrete specifications require Type 1 Portland cement, minimum 28-day compressive strengths of 3,000 psi for foundations and 4,000 psi for exterior slabs, and Grade 60 reinforcing steel. Electrical design includes a 50 kVA pad-mounted transformer supplied by Xcel Energy with 200-ampere load center.

The estimated project cost is $125,000. The contract term runs from Notice to Proceed through December 31, 2026 anticipated completion. Bidders must demonstrate two years of operation under the same business name, experience on at least two similar projects exceeding $100,000 each, and bonding capability up to $125,000. A 5% bid bond is required. No payment and performance bonds exceeding 50% of contract value are required due to the project value falling below the $150,000 statutory threshold. Award notification is anticipated August 12, 2026, with contract approval by August 31, 2026. Bids are submitted electronically via BidNet Direct (www.bidnetdirect.com/cdphe) with virtual public bid opening at 2:30 PM on August 11.
