About this file
This document contains electronic submission instructions for the Rocky Mountain E-Purchasing System (BidNet), utilized by the Colorado Department of Public Health and Environment (CDPHE) and multiple other governmental entities for posting bids, quotes, proposals, addendums, and awards. Vendors must register on www.bidnetdirect.com/cdphe to submit proposals for the MT GOAT Site Construction Project; registration is free, though vendors may elect to pay an annual fee for automatic email notifications of solicitations matching their vendor profile. All proposals must be submitted through the "Place a Bid" button on the BidNet platform, and vendors must receive a confirmation page verifying successful submission. The submission application halts at the specified deadline regardless of completion status, and no proposals will be accepted after the deadline time.
Vendors are strongly advised to complete registration well in advance of the submission deadline and to submit proposals no later than one hour prior to the deadline to ensure successful upload within the typical five-minute processing window. All inquiries, questions, or concerns must be directed to the procurement contact via email rather than through the submission application. For technical support with BidNet, vendors should contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2, rather than the procurement contact. Vendors are responsible for monitoring the website regularly for updates, addendums, and changes to solicitation requirements if they do not subscribe to email notifications.

Exhibit A Electronic Submission Instructions:
Electronic Submission BidNet Instructions The Rocky Mountain E-Purchasing System (BidNet) is an online notification system that is utilized by multiple governmental entities. Participating entities post their bids, quotes, proposals, addendums, and awards on this one centralized system. Review bids or register today by visiting this link: www.bidnetdirect.com//cdphe.
Vendor registration is free; however, vendors may elect to receive automatic email notification of all open solicitations matching their vendor profile for an annual fee. If a vendor does not select the upgrade option, it is the responsibility of the vendor to monitor the website regularly in order to be aware of business opportunities and review changes or addendums to bids, quotes, and proposals. Vendors who upgrade to receive email notifications will receive opportunities matching their business goods/services provided automatically.
Once logged into the system and viewing this notice, use the “Place a Bid” button at the top of the page. Follow the instructions to the end and ensure you receive a confirmation page that shows your response was successfully submitted. If you need assistance please contact BidNet Direct's Vendor Support Department at 800-835-4603, Option 2. Do not contact the procurement contact for the solicitation. Do not wait until the last minute in case you encounter questions or technical issues. No proposals will be accepted after the time specified.
Things to remember:
a. Vendor registration/set up can take time. Do not wait until right before the submission deadline to get this completed.
b. The solicitation submission application typically uploads proposals within five minutes.
Vendors are advised to submit proposals no later than one hour prior to the solicitation deadline to ensure the proposal has been received. The ability to upload documents will halt right at the bid submission deadline, whether your submission is complete or not.
c. BidNet will send an email confirmation if the proposal was uploaded correctly.
d. The solicitation submission application is only for proposal submission. All inquiries, questions, comments, or concerns should be submitted to the Procurement Contact via email and not through the solicitation submission application.
