The RFP was released on March 13, 2026, with written questions due by March 23, 2026, and proposals due on April 17, 2026, at 4:00 PM; an Intent to Bid is required by the closing date. Submissions must be made electronically through the BPS BONFIRE portal at https://buffaloschools.bonfirehub.com/opportunities/226662 or via mail with two printed copies and one electronic copy. Responses will be evaluated on a 100-point scale comprising cost (30 points), experience and qualifications (25 points), project strategy (20 points), submittals (15 points), and project schedule (10 points), with a mandatory minimum non-cost score of 42 out of 70 points. The initial contract term runs from July 1, 2026, through June 30, 2027, with five optional one-year extensions available through June 30, 2032, and emergency services must be available 24 hours per day, 7 days per week, with mobilization capability within one hour of notification. Award is tentatively scheduled for May 20, 2026, with presentations potentially required prior to award.

Subcontractors are not permitted for this procurement, and respondents must comply with New York State prevailing wage requirements referenced as PRC# 2026006961. The Buffalo Public Schools has identified MWBE utilization as a compliance requirement, and respondents must complete the Subcontractor Listing and MWBE Utilization Plan form documenting any minority and women-owned business enterprise certifications and participation percentages. All proposals must include non-collusive bidding certifications, debarment certifications, anti-lobbying narratives, Equal Employment Opportunity Employer Information Reports, and a Data Sharing and Confidentiality Agreement if vendor access to student data is anticipated. The prior awardee was UNYSE, LLC, with a current annual contract value of $15,000, though award will not necessarily be given to the lowest cost respondent. Respondents must provide pricing for hourly labor rates for mold assessor inspection services, spore trap analysis with 24-hour turnaround, tape lift analysis per sample, and any additional fees through the specified fee schedule. All proposals must remain valid for a minimum of 90 days past the closing date, and a performance bond at 100% of the bid amount may be required upon contract execution.
