About this opportunity
The City of Pasadena is requesting proposals for a Mobile Audio Video (MAV) in-car recording system for police vehicles, with proposals due July 2, 2026, and a non-mandatory pre-proposal meeting scheduled June 15, 2026 at 10:00 a.m. via Microsoft Teams. Questions are due June 19, 2026 at 4:00 p.m. The system will replace the obsolete WatchGuard 4RE platform and must achieve 99.999% uptime while integrating with the City's existing Axon body-worn camera systems, Versaterm CAD RMS, evidence.com portal, and ALPR systems such as FLOCK.
The procurement encompasses approximately 65–70 police vehicles serving a community of approximately 142,000 residents across 23 square miles. The system must include forward-facing cameras with automated license plate recognition, cabin-mounted cameras for prisoner compartment recording, and rearward-facing cameras with 4K resolution and nighttime optimization, capable of 40–60 hours of storage at 1080p resolution. Automatic triggering must activate via emergency lights, auxiliary inputs, GPS speed thresholds, g-force detection, and Taser activation within 30 feet of the vehicle. Advanced features include AI search, redaction tools, and real-time viewing. The scope includes comprehensive installation, data migration of approximately 40 terabytes from the existing WatchGuard EL4 system, vendor-provided training (including train-the-trainer, end-users, GIS and database administrators), system documentation with source code placed in third-party escrow, and five-year extended warranty coverage.
The initial contract term is three years with two optional one-year extensions at the City Manager's sole discretion. Technical proposals are limited to 50 pages and must be submitted separately from price proposals. Vendors must comply with the Living Wage Ordinance (applicable for contracts exceeding $25,000), California prevailing wage requirements, Pasadena Taxpayer Protection Amendment disclosure, and equal employment opportunity requirements. Required insurance includes Commercial General Liability ($1 million per occurrence), Automobile Liability ($1 million per accident), Workers' Compensation with Employer's Liability ($1 million), Cyber Liability ($5 million per occurrence and aggregate), and Technology Professional Liability Errors & Omissions ($5 million per occurrence and aggregate). All policies must be authorized in California with A.M. Best rating no less than A:VII. Vendors must provide proof of insurance, IRS Form W-9, Declaration of Non-Collusion, Conflict of Interest Statement, Unique Entity ID (SAM.gov), Disqualification Disclosure, and relevant experience documentation for five comparable projects. The City reserves the right to reject all proposals and select the firm best meeting its needs.
Opportunity text
This is a request for proposals for in-car Mobile Audio Video (MAV) recording, for use in police vehicles. These systems are used to record video and audio of both common events--such as traffic stops, suspect interviews from inside the vehicle, and other routine interactions--as well as critical incidents--such as pursuits, uses of force, etc. These systems are critical tools for both reviewing officer performance (in the vein of "game tapes" for sports) and for preservation of objective evidence after incidents. Newer systems also allow for investigative tools with license plate recognition, AI search/transcription tools, and real-time viewing.
Having a next-generation system is critical for modern policing and for protecting the residents of the City of Pasadena.
