About this file

This is a Federal Required Certification document establishing lobbying compliance requirements for contractors engaged in federally funded contracts, grants, loans, and cooperative agreements under 44 C.F.R. Part 18. The certification applies to the City of Pasadena's Mobile Audio Video (MAV) RFP for in-car recording systems designed for police vehicles. The MAV systems will record video and audio during routine police interactions such as traffic stops and suspect interviews, as well as critical incidents including pursuits and uses of force. These next-generation systems are intended to serve dual purposes: reviewing officer performance and preserving objective evidence for investigations. The systems may include advanced investigative tools such as license plate recognition, AI-powered search and transcription capabilities, and real-time viewing functionality.

Contractors must certify that no federal appropriated funds have been or will be paid to influence federal agency officers, Members of Congress, or congressional staff in connection with this contract award. If non-federal funds are used for lobbying purposes, contractors must submit Standard Form-LLL disclosing such activities. Contractors must also ensure this certification language is included in all subaward documents and require subrecipients to certify and disclose accordingly. Failure to submit the required certification subjects contractors to civil penalties ranging from $10,000 to $100,000 per violation. Contractors affirm the truthfulness and accuracy of their certification and acknowledge that provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply to their submission.

3. The undersigned shall require that the language of this certification be included in the award documents for all subawards at all tiers (including subcontracts, subgrants, and contracts under grants, loans, and cooperative agreements) and that all subrecipients shall certify and disclose accordingly. In addition, the Contractor understands and agrees that the provisions of 31 U.S.C.Chap. 38, Administrative Remedies for False Claims and Statements, apply to this certification and disclosure, if any.
