About this opportunity

Minnesota IT (MNIT), in partnership with 16 Health Licensing Boards, is requesting proposals for ongoing development, integrations, enhancements, core code updates, modifications, and staff training for ALIMS, an e-licensing system managing approximately 902,853 active licenses across 109 license types, with proposals due July 7, 2026 at 2:00 p.m. Central Time.

Targeted group, economically disadvantaged, and veteran-owned businesses are eligible for preference points equal to 12 percent of total available points.

Responders must demonstrate a minimum of five years' experience developing Microsoft .NET applications and must be capable of working with the existing technology stack including .NET, SQL Server, IIS, C#, Angular, and PrimeNG. All data storage, processing, and support operations must be performed within the continental United States; no foreign outsourcing is permitted. The vendor will provide annual maintenance and support services on an hourly basis, including normal application support, bug fixes, minor enhancements (up to 8 hours of developer time), high-volume support during peak periods, feature rollback and activation, and assistance with steering committee meetings. Support response times range from 2 hours for critical bugs impacting agency operations to 3 business days for non-critical requests, with business hours Monday through Friday 7:30 a.m. to 4:30 p.m., extended during each agency's designated high-volume periods.

The anticipated contract term is August 1, 2026 through July 31, 2028, with an option to extend up to an additional three years in increments determined by the State. The State intends to award a single master contract under which work orders will be issued as needed for individual board projects. Responders must submit an all-inclusive blended hourly rate for all positions expected to perform work.

Evaluation uses a two-tier process: Tier 1 employs pass/fail requirements; Tier 2 scores approach (300 points), qualifications and experience (500 points), accessibility (100 points), and cost detail (100 points), followed by interview and demonstration (600 points) and final cost evaluation (400 points). The State anticipates completing evaluation, negotiation, and selection by July 31, 2026. Responders must carry Commercial General Liability, Professional Liability, and Network Security and Privacy Liability coverage at $2,000,000 per occurrence or claim. Responses must be submitted through the SWIFT Supplier Portal.
