About this file
This is an addendum to a Request for Proposals issued by the Minnesota Department of Information Technology Services in partnership with 16 Health Licensing Boards for ALIMS Customization, Modification, Support, and Maintenance. The addendum modifies the original solicitation by extending the proposal submission deadline from August 4, 2026 to August 13, 2026 at 2:00 p.m. Central Time. The procurement seeks an ongoing vendor to provide development, integrations, enhancements, core code updates, modifications, and staff training for ALIMS, an e-licensing system managing approximately 902,853 active licenses across 109 license types. The anticipated contract term runs from August 1, 2026 through July 31, 2028, with options to extend up to an additional three years in increments determined by the State. The State intends to award a single master contract under which work orders will be issued as needed for individual board projects, with evaluation and selection anticipated to be completed by July 31, 2026.
Responders must demonstrate a minimum of five years' experience developing Microsoft .NET applications and be capable of working with the existing technology stack including .NET, SQL Server, IIS, C#, Angular, and PrimeNG, with all data storage, processing, and support operations performed within the continental United States with no foreign outsourcing permitted. Vendors must submit an all-inclusive blended hourly rate for all positions expected to perform work and provide annual maintenance and support services including normal application support, bug fixes, minor enhancements, high-volume support during peak periods, and steering committee assistance, with response times ranging from 2 hours for critical bugs to 3 business days for non-critical requests. Responders must carry Commercial General Liability, Professional Liability, and Network Security and Privacy Liability coverage at $2,000,000 per occurrence or claim. Targeted group, economically disadvantaged, and veteran-owned businesses are eligible for preference points equal to 12 percent of total available points. Evaluation uses a two-tier process with Tier 1 pass/fail requirements and Tier 2 scoring approach (300 points), qualifications and experience (500 points), accessibility (100 points), cost detail (100 points), followed by interview and demonstration (600 points) and final cost evaluation (400 points). Responses must be submitted through the SWIFT Supplier Portal.
