About this opportunity
Palm Beach County Board of County Commissioners, Facilities Development & Operations Department is requesting sealed quotes and bids for furnishing and installing a complete shade structure over existing playground equipment at Melissa's Place, 1749 E. Main Street, Pahokee, Florida, under project P-2024-006308-R1, with quotes and bids due October 22, 2026 at 2:00 p.m. and a mandatory pre-bid meeting on September 15, 2026 at 10:00 a.m. at the project site (or prior attendance at the July 8, 2026 pre-bid meeting satisfies the requirement). This is a re-bid under the County's Annual Contract for Minor Construction Services with a mandatory Small Business Enterprise (SBE) subcontracting goal of 25% participation.
Only qualified contractors may bid; qualification applications must be submitted at least 10 days before the quote/bid due date. The scope includes a shade structure designed to accommodate geotechnical constraints—soft organic soils requiring deep foundation systems (helical piers) and geotextile playground-surface stabilization, as documented in an engineering report. Colome & Associates, Inc. serves as Architect/Engineer of Record. The contractor must substantially complete work within 120 calendar days from Notice to Proceed, with liquidated damages of $120 per day for delay. Bid security of at least 5% of bid price is required for bids of $200,000 or more, along with a public construction bond equal to 100% of the work order amount. A 12-month warranty on all equipment, materials, and labor from substantial completion is required.
Bidders unable to meet the SBE participation goal must submit Good Faith Efforts documentation and waiver requests. All bid packages must contain original signatures; copies, emailed, or faxed bids are not accepted. Bidders must acknowledge receipt of all addenda (Addendum 1 issued September 28, 2026, clarified that no electrical cut-outs are wanted; Addenda 2 and 3 were issued October 15, 2026). Compliance with WCAG 2.1 Level AA digital accessibility standards and human trafficking affidavits are required. Sealed submissions go to 2633 Vista Parkway, West Palm Beach, Florida, or contact FDO-CID-Bids@pbc.gov or (561) 233-0261 for documents and confidential plans.
