About this opportunity

Palm Beach County Facilities Development & Operations Department, Capital Improvements Division is requesting sealed bids for furnishing and installing a complete shade structure over existing playground equipment at Melissa's Place in Pahokee, Florida under IFQ P-2024-006308, with bids due August 6, 2026 at 2:00 p.m. and a mandatory pre-bid meeting on July 8, 2026 at 10:00 a.m. A 25% Small Business Enterprise subcontracting participation goal applies; bidders unable to meet this requirement must submit a waiver request demonstrating satisfactory good faith efforts by the bid due date.

Bidders must first qualify under Palm Beach County's Annual Contract for Minor Construction Services, submitting qualification applications at least ten days before the bid due date. Only qualified contractors are eligible to submit bids. The scope comprises all materials, labor, supervision, permits, and supplies for shade structure installation per architectural drawings and specifications provided in bid documents. A geotechnical report issued as Addendum 1 documents subsurface conditions including soft organic material (muck) to 10–12 feet below grade overlying limestone bedrock, with groundwater at 4–5 feet depth. The report recommends helical piers for playground equipment support with minimum 2-foot socket into limestone and general-area excavation of organic material to approximately 24 inches followed by geotextile, structural fill, and rock base installation. The contractor must substantially complete work within 120 calendar days from Notice to Proceed; liquidated damages accrue at $120 per day for missed or unapproved extensions. A 12-month warranty covering all equipment, materials, and labor against defects is required from substantial completion.

Bid security (minimum 5% of bid price) and public construction bond (100% of contract amount) are required if the bid reaches $200,000 or more. Bidders must submit OSBD Schedules 1 and 2 documenting subcontractor participation, execute a Nongovernmental Entity Human Trafficking Affidavit, obtain and sign a Non-Disclosure Agreement to access exempt and confidential building plans, and acknowledge receipt of Addendum 1 by signing and attaching it to the bid proposal. Questions must be submitted in writing to FDO-CID-Bids@pbc.gov at least seven calendar days before the bid due date. Colome & Associates, Inc. is the Architect/Engineer of Record.
