About this opportunity

The West Virginia Department of Human Services, contracting through the Department of Administration Purchasing Division, is requesting proposals for comprehensive maintenance and operations services for the WV PATH integrated eligibility system (CRFP 0511 HHR2600000001), with proposals due June 16, 2026 at 1:30 PM ET and vendor questions due April 24, 2026 at 10:00 AM ET.

The contract encompasses full operational responsibility for West Virginia's integrated eligibility and case management platform supporting Temporary Assistance for Needy Families (TANF), Supplemental Nutrition Assistance Program (SNAP), Medicaid, Children's Health Insurance Program (CHIP), Child Care, Child Welfare, and Child Support services. The scope includes business relationship management, client management, eligibility and enrollment, financial management, operations, security, and service management across multiple human services programs. The vendor must provide 24/7 technical support with two-hour after-hours response requirements, maintain all 120+ system interfaces according to West Virginia business rules, conduct comprehensive testing and documentation, ensure federal security compliance (HIPAA, FISMA, NIST SP 800-53, CMS, FNS, IRS standards), and manage disaster recovery with defined recovery time and recovery point objectives. Source code must be placed in third-party escrow. If proposing a cloud-based solution, the vendor must maintain FedRAMP certification.

The contract is structured as fixed-price with a maximum term of ten years. The vendor assumes all software and hardware licensing costs and manages an annual pool of up to 180,000 hours for modifications and enhancements plus a separate $400,000 annual direct cost pool. Modifications required for federal compliance are provided at no additional cost. The vendor assumes responsibility for any lost Federal Medical Assistance Percentage or Federal Financial Participation due to system deficiencies and must provide enhanced staffing without additional cost if Service Level Agreement standards are not met.

Critical staffing positions require specified experience: PATH Account Manager (8 years), Project Manager (PMP certification, 4 years SDLC), Systems Manager (8 years), Test Manager (4 years testing lifecycle), and Security Manager (CISSP or CISA with 5 years IT security). West Virginia resident vendors, small businesses, women-owned businesses, and minority-owned businesses may be eligible for preferences under W. Va. Code 5A-3-37. The contract incorporates federal compliance requirements under 2 C.F.R. 200.317-200.327, and the solicitation includes a separate state and county/local procurement structure that may result in multiple awards if different bidders are selected. No pre-bid meeting will be held. Addendum 1 was issued June 22, 2026.
