About this opportunity

Palm Beach County Board of County Commissioners is requesting proposals for fully insured group disability and term life insurance coverage under RFP 26-042-DJ, with proposals due August 18, 2026 at 4:00 p.m. The RFP is divided into two lots: Lot 1 covers Long-Term Disability and Short-Term Disability plans; Lot 2 covers employer-paid Basic Term Life and Accidental Death & Dismemberment, plus voluntary supplemental life, spouse/domestic partner life, dependent child life, and retiree term life coverage. Coverage is for approximately 4,750 eligible employees from the Board of County Commissioners, Palm Tran, Inc., and the Supervisor of Elections, plus approximately 240 retirees for life insurance.

The effective contract date is January 1, 2027, with an initial twelve-month term and up to four separate one-year renewal options. The County prefers multi-year rate guarantees of three to five years, with a minimum three-year guarantee required. Proposers must submit pricing on designated appendices (B1 for LTD, B2 for STD, B3 for Term Life/AD&D) with composite premium rates per $100 of covered payroll. The County will not accept participation requirements and prefers direct contracting with carriers rather than through independent agents, with all fees and commissions fully disclosed.

LTD plans include a Core Program (50% benefit up to $1,000 monthly, noncontributory), a Buy-Up Program (60% benefit up to $5,000 monthly, contributory), and a Voluntary Program (60% to $5,000, contributory), all with 60-day eligibility and 90-day benefit waiting periods. STD provides 67% of weekly earnings up to $1,200 maximum with a 14-day elimination period for all eligible full-time employees working 30 hours weekly. All disability plans include own-occupation provisions for 24 months, then any-occupation standard, with mental disorder and substance abuse benefits capped at 24 months. Proposers must provide conversion insurance options and confirm provision of member conversion notifications at no additional cost.

Life insurance components include noncontributory Plan 1 ($25,000 basic for active members) and contributory Plan 2 (multiples of $10,000 up to $500,000), plus dependent life (spouse up to $100,000; children options of $5,000 or $10,000) and AD&D coverage. The Small Business Enterprise affirmative procurement requirement has been waived. Selection committee meets August 28, 2026, with oral presentations potentially on September 9, 2026. Proposals require one unbound original, six bound copies, and one electronic PDF copy. Proposers must meet financial rating requirements, provide references from similar large public sector engagements, and submit drug-free workplace and human trafficking certifications.
