About this opportunity
The South Carolina Department of Parks, Recreation & Tourism is requesting bids on linen services for two state parks—Givhans Ferry State Park and Edisto Beach State Park—under an IFB with proposals due October 5, 2026 at 2:00 PM via the state procurement system, and questions due September 28, 2026.
The scope covers supply, delivery, pickup, and maintenance of poly blend linens (65/35 for sheets and pillowcases; 84/16 for towels) in white color at both parks. All linens remain contractor property; the contractor is responsible for replacement of worn items and minor repairs. Givhans Ferry requires delivery and pickup at least once every two weeks from April 1 through September 30 and once monthly from October 1 through March 31. Edisto Beach requires weekly delivery and pickup. The contractor must perform emergency deliveries within 24 hours of notification and correct any deficiencies within 24 hours of notification. All linen substitutions require prior written approval. The state reserves the right to engage temporary linen services from other sources at the contractor's expense if performance fails.
Bidding is through separate lot calculations: Lot A for Givhans Ferry and Lot B for Edisto Beach. Vendors submit unit prices on a locked spreadsheet template covering individual line items (sheets, pillowcases, towels, washcloths, laundry bags, and delivery trips) with extended prices auto-calculated. Contractors must also provide replacement pricing for lost or abused linens on a separate sheet; this pricing does not factor into award but becomes part of the contract. Separate awards will be made to the lowest responsible and responsive bidder for each park.
The contract term is five years beginning November 1, 2026, consisting of one initial year plus four optional one-year renewal periods. Contractors must maintain commercial general liability and auto liability insurance of at least $1 million per occurrence, plus workers' compensation insurance as required by South Carolina law. Vendors must be registered in the South Carolina Enterprise Information System (SCEIS) before submitting offers. Award will be posted October 14, 2026.
