About this file
This is Amendment 1 to an Invitation for Bid (IFB) issued by the South Carolina Department of Parks, Recreation & Tourism for linen services at two state parks. The amendment clarifies specifications for line items and contract duration calculations. Proposals are due October 5, 2026 at 2:00 PM via the state procurement system at www.procurement.sc.gov, with questions required by September 28, 2026 at 2:00 PM. No pre-bid conference or site visit is scheduled. Award will be posted on October 14, 2026. The contract term is five years, consisting of an initial 12-month period beginning November 1, 2026, plus four optional one-year renewal periods. Separate awards will be made to the lowest responsible and responsive bidder for each park (Lot A for Givhans Ferry State Park and Lot B for Edisto Beach State Park). Linens are poly blend materials in white, with delivery frequencies varying by location: Givhans Ferry requires bi-weekly service April through September and monthly service October through March, while Edisto Beach requires weekly delivery and pickup.
The amendment addresses four key clarifications: Queen sheets refer to a complete set; laundry bags must be heavy-duty, 30 x 40 woven or mesh bags designed to hold 40 to 45 pounds and withstand industrial washing; the Replacement Pricing Sheet is available as an attachment to the solicitation; and bidders should calculate extended prices using 60 months total (12 months × 5 years) for the possible contract term, as indicated in the lot calculation spreadsheet. Offerors must submit one copy of a signed cover page and acknowledge receipt of this amendment through one of four methods. All linens remain contractor property, and the contractor is responsible for replacement of worn items and minor repairs. Contractors must provide replacement pricing for lost or abused linens, which does not factor into the award decision but becomes part of the executed contract. Offerors must be registered in the South Carolina Enterprise Information System (SCEIS) before submitting offers and must maintain commercial general liability and auto liability insurance of at least $1 million per occurrence, plus workers' compensation insurance as required by South Carolina law.

Questions from Offerors
1. For the “Queen Sheets” line item, should the contractor provide flat sheets, fitted sheets, or another configuration?
State’s response: Queen sheets” refers to a set
2. Please provide the required specifications for the “Laundry Bag” line item, including approximate size and material.
State’s response: heavy-duty, 30″ x 40″ woven or mesh bag designed to hold 40 to 45 pounds of linens and withstand repeated industrial washing and transport
3. The solicitation states that a Replacement Pricing Sheet must be submitted with the bid, but I was only able to locate the Lot Calculation Spreadsheet. Could you please advise where the Replacement Pricing Sheet can be downloaded or provide a copy?
State’s Response: Replacement Pricing Sheet attached to solicitation
4. Page 18 states that the peak-month price is extended for 60 months, while Section VI on page 20 states that it is extended for 12 months. The online SCEIS bidding schedule currently shows a quantity of 60 months. Please confirm that bidders should use the 60-month quantity shown in SCEIS.
