About this opportunity

The San Felipe Del Rio Consolidated Independent School District is soliciting proposals through Request for Proposal 27-03 for the procurement of library books, reading materials, and related supplies for use across all district campuses and resource centers. The procurement encompasses library and classroom books, miscellaneous supplies and equipment, media supplies, computer-related supplies, and awards/rewards on an as-needed basis with no specified quantities. Proposals must be submitted electronically through the San Felipe Del Rio CISD Bonfire Portal by 2:30 p.m. on Tuesday, February 10, 2026. Pricing must be quoted as F.O.B. Destination to Del Rio, Texas with all freight charges clearly stated or included in the quoted price, and vendors must provide percentage discounts from catalog prices. The District will select multiple vendors rather than a single primary vendor and will not consider bids imposing minimum order requirements. The contract will remain firm from the date of award through June 30, 2027, with automatic renewal options for the 2027-2028 and 2028-2029 school years unless the vendor requests termination. Awarded bidders must provide catalogs to the Purchasing Department and comply with a net thirty-day payment term following acceptance of delivery or receipt of correct invoice.

Prospective bidders must comply with multiple federal and state compliance requirements, including submission of completed W-9 forms, Certification of Debarment documentation, Declaration of Compliance certifications affirming independent bid preparation and non-collusion, Certification Regarding Lobbying confirming no federal appropriated funds will be used for lobbying purposes, and Conflict of Interest Questionnaires as required under Texas Local Government Code Chapter 176. Bidders with ten or more full-time employees submitting bids for agreements valued at $100,000 or more must provide additional certifications regarding energy company boycotts and non-discrimination against firearm entities. Vendors must also complete the SFDR-CISD Vendor Form and Form 1295 as procedural requirements. The RFP does not identify incumbent vendors, set-asides for disadvantaged enterprises, or specific budget allocations, as this is an open catalog procurement establishing a list of qualified vendors from which departments will make purchases on an as-needed basis with no commitment to purchase any specified volume of products. The District reserves the right to re-bid if deemed appropriate.
