About this opportunity
The Utah Transit Authority is soliciting proposals for a Software-as-a-Service (SaaS) lease property tracking platform to support GASB Statement No. 87 and GASB Statement No. 96 compliance, with proposals due September 23, 2026 at 2:00 PM MT.
The platform must serve as the authoritative system of record for lease and subscription-based information technology arrangement (SBITA) accounting, tracking, calculating, and reporting all required financial data and disclosures for both standards. The system must support a minimum of 550 total active records (combined leases and SBITAs) and scale to accommodate future growth without performance or functionality degradation. Proposers must demonstrate compliance with UTA's security requirements for SaaS systems, including data ownership exclusively retained by UTA, role-based access controls, audit logging, and secure integration with UTA's existing financial systems.
Evaluation is weighted 80% technical factors (30% specification compliance, 30% experience and qualifications, 20% project schedule) and 20% price, using best-value methodology. Proposers must provide a minimum of five customer references with three years of similar experience. Pricing must separately identify base subscription or licensing fees, implementation and setup costs, per-record pricing for records exceeding 550, optional services, and annual maintenance and support costs across a five-year contract period. Proposals with total evaluated prices 50% or more above or below the median price may be deemed unreasonably priced and non-responsive.
The contract commences October 1, 2026, with an initial unspecified term and renewable for up to five years total. The RFP is funded with UTA local funds. Questions and requests for approved equals are due September 16, 2026 at 2:00 PM MT; UTA will issue addenda and clarifications by September 18, 2026 at 5:00 PM MT. Proposals are limited to 15 pages and submitted electronically via the Euna portal. UTA may conduct presentations, interviews, or problem-solving exercises if deemed necessary.
