About this opportunity
The Commonwealth of Kentucky, through the Finance and Administration Cabinet and the Kentucky Center for Statistics (KYSTATS) in the Education & Labor Cabinet, is seeking a vendor to plan, design, develop, and conduct a pilot of a Digital Wallet as part of a Learning and Employment Records (LER) system. The LER is a comprehensive digital record of a worker's skills and competencies, and the Digital Wallet is the individual's secure and verified repository of these credentials. The vendor must identify stakeholders, define objectives and requirements, design and implement the technical infrastructure, develop and implement a proof-of-concept pilot, and provide an After Action Report. Proposals are due by 3:30 PM ET on July 28, 2023, and the initial contract term is one year, with the option to renew for four additional one-year periods.
The RFP does not contain any specific pricing terms, set-asides, or information on incumbents. The Commonwealth is tax-exempt and prohibits the inclusion of federal excise tax or Kentucky sales/use tax in the proposed costs. The vendor will be responsible for the costs of any security remediations required for their proposed solution, while the Commonwealth will procure any necessary third-party software licenses or cloud resources through their existing contracts. The Commonwealth has not set a specific budget for this project, but they are open to COTS solutions that can meet the open source and other technical requirements outlined in the RFP.
