About this opportunity

The State of Utah Division of Purchasing, conducting procurement on behalf of the Department of Corrections, is requesting statements of qualifications for leadership training professional services under Administrative Rule R33-105, a small-purchase vehicle with a $100,000 threshold, with qualifications due September 16, 2026.

Vendors must not include pricing in submissions. The scope requires delivery of a full-day training experience for up to 100 leaders led by certified facilitators, provision of all training materials, and a Train the Trainer program certifying 100 UDC staff as official instructors. The contractor must develop a scalable implementation plan designed to reach all 2,500 UDC employees, including refresher modules, leadership evaluation tools, and a digital dashboard tracking staff progression. Deliverables are due within 14 business days of order receipt.

The evaluation criteria, weighted on a five-point scale, emphasize four primary factors: proven track record implementing large-scale leadership initiatives with 1,000 or more employees, preferably within state government, law enforcement, or correctional agencies; demonstrated understanding of maintaining a consistent core leadership framework while delivering tiered training appropriate to executive/mid-level management, frontline supervisors, and all-staff/frontline employees; significant experience developing and delivering comprehensive Train-the-Trainer programs that equip facilitators with necessary knowledge, skills, and resources for consistent curriculum delivery; and customized training addressing correctional environments' unique complexities, including high-stress facility management, custody and non-custody role navigation, cross-workgroup collaboration, and public safety focus.

All pricing must be guaranteed for two years, with adjustments requiring 30 days' notice and supporting documentation. Compensation is all-inclusive, F.O.B. destination, with monthly payment based on invoices submitted by the 10th of each month detailing services delivered, up to the contract limit. Contractors must maintain occurrence-based insurance with minimum commercial general liability coverage of $1 million per occurrence and $3 million aggregate, obtain contractor identification, pass background checks, and comply with confidentiality restrictions under the Utah Governmental Records Access and Management Act.
