About this file
This is an evaluation criteria document for a Statement of Qualifications (RFSQ) issued by the State of Utah Division of Purchasing on behalf of the Department of Corrections for a leadership training professional services contract. The procurement seeks a qualified vendor to develop and deliver comprehensive leadership training programs for the Utah Department of Corrections (UDC) across multiple organizational levels, including executive/mid-level management, frontline supervisors, and all-staff/frontline employees. The contract is being conducted under Administrative Rule R33-105 for Small Purchases of Professional Service Providers and Consultants, with a small purchase threshold of $100,000.00. Vendors are required to submit statements of qualifications addressing four primary selection criteria on a five-point scale, with pricing explicitly excluded from submissions.
The evaluation criteria prioritize vendors demonstrating a proven track record implementing large-scale leadership initiatives with 1,000 or more employees, preferably within state government, law enforcement, or correctional agencies. Vendors must demonstrate understanding of maintaining a consistent core leadership framework across the agency while delivering tiered training appropriate to each organizational level. Significant emphasis is placed on experience developing and delivering comprehensive Train-the-Trainer programs that certify UDC staff as official instructors, including providing facilitators with necessary knowledge, skills, and resources for consistent curriculum delivery. The final criterion focuses on customized training designed to shift from positional authority to relational influence while addressing the unique complexities of correctional environments, including high-stress facility management, custody and non-custody role navigation, cross-workgroup collaboration, and maintaining focus on public safety and operational effectiveness.
