About this opportunity

The City of Waco, Texas Housing and Community Development Department is seeking experienced qualified firms or individuals to perform lead risk assessments and provide clearance reports in conformance with HUD Guidelines for the Evaluation and Control of Lead-Based Paint and the Texas Environmental Lead Reduction Rule (TELRR) 25 TAC 295.212(c), with proposals due July 23, 2026. This is a multiple award contract for shared services.

Awardees must comply with Community Development Block Grant (CDBG) program requirements and the Lead Safe Housing Rule (LSHR) found in 24 CFR Part 35. Vendors must complete and submit the Texas Conflict of Interest Questionnaire (Form CIQ) no later than seven business days after submitting a bid or beginning contract discussions; failure to file or knowingly filing false information constitutes a misdemeanor offense under Texas law. Resident Bidder Certification is required; resident bidders maintain principal place of business in Texas.

The scope encompasses lead risk assessments and reporting at multiple sites. Reports must meet state requirements under TELRR and comply with HUD evaluation and control guidelines. Specific contract value, contract term, estimated volume of assessments, and geographic service area within Waco or the broader jurisdictional scope are not specified in the solicitation documents provided.

Proposers must accept the solicitation terms in their entirety or formally delineate exceptions and alterations on the Agreement to District Solicitation Provisions form; exceptions not formally listed shall not be considered part of the resulting agreement and shall not relieve the proposer from full compliance with all stated provisions. Vendors have the option to participate in the Central Texas Purchasing Alliance (CTPA) Interlocal Agreement, making services available to other CTPA member districts under the same contract terms. Criminal background check certification and federal EDGAR compliance certifications (for federal-funded work) are required documents.
