About this file

This is an Interlocal Agreement Form issued by the Amarillo Independent School District (AISD) in connection with a contract opportunity for Lead Assessment and Lead Clearance Reporting services sought by the City of Waco, Texas Housing and Community Development Department. The form addresses the Amarillo Independent School District's desire to make available the Central Texas Purchasing Alliance (CTPA) to other local government entities through mutual agreement with successful vendors, enabling political subdivisions to purchase goods and services under the same contract terms and conditions negotiated by AISD. The form requires vendors to indicate whether they will honor orders from CTPA member districts in addition to orders from AISD, with reference to a complete list of member districts available through the CTPA website.

The Interlocal Agreement Form does not specify pricing terms, set-asides, funding amounts, or other financial details in this document. Rather, it serves as a mechanism to extend contract access to multiple political subdivisions within the CTPA network under the Interlocal Cooperation Act (Chapter 791, Government Code). Vendors responding to the City of Waco's Lead Assessment and Lead Clearance Reporting contract opportunity must comply with HUD Guidelines, the Texas Environmental Lead Reduction Rule (TELRR), Community Development Block Grant (CDBG) program requirements, and the Lead Safe Housing Rule (LSHR) as codified in 24 CFR Part 35. The underlying contract opportunity is designated as a multiple award contract for shared services.
