About this opportunity
The Kansas Department of Administration is requesting proposals for comprehensive laundry and linen services at South Central Mental Health Hospital, a 104-bed behavioral health facility in Wichita, with proposals due November 11, 2026 at 2:00 PM CST. No pre-bid conference is scheduled. The contract runs from award through December 31, 2032 (approximately six years).
Vendors must hold a minimum of five years of experience in healthcare laundry services and comply with federal, state, and local regulations including CMS, KDHE, CDC, and OSHA requirements. Mandatory registration with the State of Kansas and a Kansas Department of Revenue tax clearance certificate are required before bid closing. All contractor personnel must complete credentialing, security clearance, and background checks. Vendors must carry liability insurance of at least $1 million.
The solicitation offers two pricing options: Option 1 on a per-pound basis for processing hospital-owned linens, or Option 2 on a per-item or alternative basis for vendor-owned linen rental and exchange services. Estimated weekly volume is 3,000 to 4,000 pounds, with potential peaks of 5,000 pounds. Services include collection, processing, finishing, and daily pickup and delivery seven days per week with 24-hour processing turnaround. The vendor must provide all equipment, chemicals, and transportation. Any charges for surge, emergency, expedited, or disaster-recovery services must be itemized separately.
Minimum performance standards include 100 percent cleanliness and regulatory compliance; timeliness with no more than one missed delivery per quarter; less than 1 percent inventory loss or damage; and 90 percent stakeholder satisfaction. Proposals must include completed Technical Questionnaire (Attachment A), Pricing Proposal Worksheet (Attachment B), inventory management plan (Attachment C), three professional references from comparable healthcare facilities, organizational structure, staffing approach, quality assurance and infection prevention programs, security and compliance procedures, business continuity plans, and implementation and transition plans for the anticipated January 2027 facility opening. Award will be made by the Procurement Negotiation Committee, which may conduct negotiations with selected bidders or award based on initial proposals.
