About this opportunity
Sacramento County is requesting bids for laundry concentrate supplies and services for three county correctional and detention facilities under RFB 2026-RFB-0103, with bids due October 22, 2026 at 3:00 p.m. and questions due October 15, 2026 at 1:00 p.m. Award is anticipated November 1, 2026, with performance commencing December 1, 2026.
The primary qualification filter is a minimum of three years of experience providing comparable laundry concentrate supplies and services for institutional laundry operations. Bidders must hold all valid licenses required to provide such services in Sacramento County, have no active OSHA violations within 12 months prior to bid due date, and have no active debarments or exclusions on the California Department of General Services list or SAM.gov. All contractor personnel working at correctional facilities must pass Sheriff's Department or Probation Department security background clearance at least ten days prior to commencing work.
The contract covers five line items: Liquid Laundry Detergent/Suds (1,300 gallons annually), Liquid Laundry Break (1,600 gallons), Liquid Laundry Bleach/Destainer (1,530 gallons), Liquid Neutralizer (600 gallons), and Liquid Fabric Softener (800 gallons). All products must be EPA-compliant and free of nonylphenol and nonylphenol ethoxylates. Chemicals are packaged in returnable containers: 15-gallon for Rio Cosumnes Correctional Center (Elk Grove) and Main Jail (Sacramento); 2.5-gallon for Youth Detention Facility (Sacramento). The contractor furnishes and installs vendor-owned automatic dispensing equipment with microprocessor controls capable of dispensing at least two different concentrate amounts, performs bi-weekly maintenance and chemical testing, provides dispenser programming, quarterly in-service training, and submits bi-monthly usage reports — all at no additional cost. Equipment replacement for non-operating dispensers must occur within one business day of notification. Pricing is FOB Destination, freight prepaid, with Net/30 payment terms.
The initial contract term is one year from execution, with the County reserving the right to extend for four additional one-year terms by mutual agreement, not to exceed five years and six months total without Board of Supervisors authorization. The County will award to the lowest responsive and responsible bidder, reserves the right to make single or multiple awards or no award, and may select the second-highest scoring contractor if the awardee fails to execute. The contractor must maintain Commercial General Liability of $2 million per occurrence and Automobile Liability of $1 million.
