About this file

This is an Evaluation Basis for Award document for Request for Bid (RFB) 2026-RFB-0103 issued by the County of Sacramento for Laundry Concentrate Supplies and Services. The RFB seeks to establish an annual contract for laundry concentrate supplies and services for institutional facilities within Sacramento County, including the Rio Cosumnes Correctional Center in Elk Grove, the Youth Detention Facility in Sacramento, and the County's Main Jail. The products must be compatible with a wide variety of equipment and capable of supporting high-temperature, large-volume operations. The resulting contract will be for an initial one-year term, with the County reserving the right to extend for up to four additional one-year renewal periods by mutual agreement, provided the total contract duration does not exceed five years and six months without Board of Supervisors authorization.

The County intends to award one contract to the lowest-priced, responsive, responsible, and qualified bidder whose offer is technically acceptable, though it reserves the right to award multiple contracts or no contracts. To be considered for award, bidders must meet all specifications in the Detailed Requirements document, hold all valid licenses required to provide laundry concentrate supplies and services in Sacramento County, have no active OSHA violations within 12 months prior to the bid due date, have no active debarments or exclusions on the California Department of General Services list or SAM.gov, and possess a minimum of three years of experience providing comparable laundry concentrate supplies and services for institutional laundry operations. If the selected awardee fails to execute a contract, the second highest scoring offer will be selected.
