About this opportunity
The West Virginia Department of Administration Purchasing Division is requesting quotes for seven laptops and four docking stations on behalf of the West Virginia Department of Environmental Protection under CRFQ 0313 DEP2700000003, with bids due September 17, 2026 at 1:30 p.m. ET. Addendum #1, posted September 11, extended the original September 15 deadline and clarified key requirements; vendors must acknowledge all addenda to avoid disqualification.
Laptops must be HP ProBook 4 G2i series or approved vendor equivalent (Dell products permitted); alternative OEM equivalents are acceptable, but cooperative purchasing vehicles (NASPO, Sourcewell, GSA) cannot be used in place of direct open-market pricing. Mandatory specifications include Windows 11 Enterprise 64-bit, Intel Core Ultra 5 processor (Series 2 or 3), 16GB DDR5 RAM expandable to 32GB minimum, 512GB SSD storage, 15-inch or larger display with backlit keyboard, integrated HD graphics and webcam, multiple USB ports including USB-C charging, Wi-Fi 6 support, and four-year onsite warranty with next-day service. Absolute Resilience endpoint protection with a 5-year license must be pre-activated by the manufacturer; no alternative endpoint security solutions will be considered. Windows 11 Enterprise licensing itself is not required.
Docking stations must support dual monitors via DisplayPort and/or HDMI, include Gigabit Ethernet connectivity, power the laptop via single USB-C port, and feature minimum three USB-A 3.0 ports plus one USB-C port with manufacturer's standard commercial warranty including advance exchange.
Delivery to the Environmental Protection Office of Administration at 601 57th Street SE, Charleston, West Virginia, is required within 30 calendar days of purchase order issuance on an F.O.B. destination basis. This is a one-time purchase with no renewal options and firm pricing for the contract life. Vendors must provide unit and total pricing for each of three line items (three laptops, four docking stations, four additional laptops) and submit Commercial General Liability Insurance of $1 million per occurrence. Award goes to the lowest overall total cost meeting all mandatory specifications. Contact Joseph E. Hager III at (304) 558-2306 or joseph.e.hageriii@wv.gov for inquiries.
