Bidders must hold a valid California General Engineering Contractor Class A license and be registered with the California Department of Industrial Relations. The scope spans approximately 24 acres and encompasses excavation and soil stockpiling, installation of nonwoven geotextile, leachate collection and removal systems with gravel and HDPE piping, 60-mil HDPE double-sided textured geomembrane, geosynthetic clay liners, geocomposite materials, landfill gas headers, electrical systems, stormwater infrastructure, and restoration. The contract specifies 60 distinct bid line items measured in cubic yards, square feet, linear feet, acres, and tons. Payment is based on actual quantities installed as verified by field surveys; quantities in the specifications are approximations only and may vary at the County's discretion. Work must comply with Title 27 of the California Code of Regulations and 40 CFR 258 (Subtitle D), with continuous Construction Quality Assurance oversight by a registered California civil engineer and designated CQA monitors.
The estimated construction cost is $29 million. Award will be made on the base bid only, without additive or deductive items. The contract term is 350 working days from commencement, with liquidated damages of $10,000 per calendar day for delays beyond the completion date. An early completion incentive of $500,000 is available as a line item for completion and field acceptance by March 15, 2028. Bidders must submit a bid bond or certified check equal to 10 percent of the bid amount; the successful bidder will execute Payment and Performance Bonds equal to 100 percent of contract price. General liability insurance of $3 million per occurrence/$3 million aggregate, automobile liability of $2 million combined single limit, and pollution liability of $3 million are required. Questions are due by September 29, 2026 at 4:00 p.m. through the OpenGov website. Prequalification using the DIR questionnaire applies per California Public Contract Code section 20101. Award goes to the lowest qualified, responsive, responsible bidder.
