The scope includes 60 distinct line items encompassing excavation and placement of materials (approximately 2.3 million cubic yards across multiple stockpiles), geosynthetic clay liners (1.665 million square feet), HDPE geomembranes in various configurations (2.418 million square feet total), leachate collection systems with HDPE piping and sumps, landfill gas headers, electrical systems, and site restoration including hydroseeding. The project release date is August 31, 2026, with a non-mandatory pre-bid meeting scheduled for September 15, 2026 at 10:00 a.m. at the Kiefer Landfill Engineering Building B. The deadline for pre-bid questions is September 29, 2026 at 4:00 p.m., and sealed bids are due electronically by October 29, 2026 at 2:00 p.m. through the Sacramento County Electronic Bidding Portal. Contract award will be based on the base bid only, with no consideration of additive or deductive items.
The estimated construction cost is $29,000,000, with quantities identified as approximations subject to variation at the County's discretion based on actual field conditions. Bidders must provide bid security in the form of a bid bond, certified check, or cash equal to 10 percent of the aggregate bid amount. The successful contractor will be required to execute Payment and Performance Bonds each equal to 100 percent of the contract price. Award is limited to contractors holding a valid California General Engineering Contractor Class A license and registered with the California Department of Industrial Relations. Contractors must comply with prevailing wage requirements under California Labor Code sections 1720 and 1771, as this project exceeds the $25,000 threshold for construction work. The contract includes an Early Completion Incentive line item of $500,000 for completion and field acceptance by March 15, 2028, and the contract term is 350 working days from commencement with liquidated damages of $10,000 per calendar day for delays. Additionally, bidders must comply with California Air Resources Board Advanced Clean Fleets regulations and submit Certificates of Reported Compliance or exemption documentation by 4:00 p.m. on the Monday following bid opening. All contractors and subcontractors must be registered with the Department of Industrial Relations, and the County requires submission of the Iran Contracting Act Disclosure Form, non-collusion declarations, and designation of subcontractors documentation as part of the bid package.
