About this file

This is a technical specifications document prepared by Geo-Logic Associates for the County of Sacramento Department of Waste Management and Recycling for the Module 5 Base Liner System at Kiefer Landfill. The project involves constructing a comprehensive landfill liner system across two phases, with Module 5, Phase 1 covering approximately 24 acres and Module 5, Phase 2 covering approximately 25.3 acres. The work scope includes excavation and stockpiling of soils, installation of geosynthetic materials, construction of leachate collection and removal systems (LCRS) with gravel and piping, and stormwater control components. The base liner system consists of multiple layered elements including a 2-foot soil operations layer, nonwoven geotextile filter, LCRS gravel drainage layer, geotextile cushion, 60-mil HDPE double-sided textured geomembrane, geosynthetic clay liners, and geocomposite materials. The contractor must furnish all labor, materials, tools, equipment, and supervision required to complete the work in accordance with construction drawings and specifications, including preparation of site-specific Health and Safety Plans, Stormwater Pollution Prevention Plans, and Record Drawings documenting as-built conditions.

Payment for the work will be calculated based on actual units installed or neat line dimensions, with quantities measured through surveying methods and field surveys establishing pre- and post-construction topographies. The specifications detail 60 distinct bid items encompassing clearing and stripping, excavation, material placement, geosynthetic installation, drainage systems, piping, electrical work, and restoration activities, with measurements in units such as cubic yards, square feet, linear feet, acres, and tons depending on the item type. The contractor is responsible for all costs related to construction water procurement, compliance with regulatory permits from the California Regional Water Quality Control Board and Sacramento Metropolitan Air Quality Management District, mobilization and demobilization, quality control testing, and repair or replacement of any existing facilities damaged during construction. Weekly progress meetings and daily coordination meetings are required, with submittals and construction schedules to be reviewed and approved by the County/Engineer prior to work commencement, and final payment contingent upon completion of as-built surveys and Record Drawings in AutoCAD format showing all relevant project features and coordinates.

This LFG (or biogas) normally consists of about 45% carbon dioxide (CO2) 55% methane (CH4), and minor quantities of other gases dependent on the composition of the buried materials. Occasionally hydrogen sulfide (H2S) or other toxic gases have been encountered at some landfills, even though the site was not classified as a hazardous waste disposal site.

C. The landfill is permitted by the state and operated as a Class III landfill that allows for the disposal of "nonhazardous solid waste" as defined in Title 27 of the California Code of Regulations. Notwithstanding the above, the County/Engineer cannot guarantee that toxic or hazardous materials or vapors will not be encountered by the Contractor during the performance of this project.
