About this opportunity
The Illinois Department of Central Management Services (CMS), in agreement with the Chief Procurement Officer for General Services, is requesting bids for a Joint Purchase Master Contract for mat cleaning and replacement, towel services, uniforms, and building maintenance and housekeeping supplies under solicitation 27-416CMS-BOPM4-B-53418, with bids due August 27, 2026 at 3:00 p.m. A non-mandatory pre-bid conference is scheduled for August 20, 2026 at 11:00 a.m. via Webex. This is an Invitation for Bid (IFB) evaluated on a lowest-price-responsive-and-responsible basis.
The Business Enterprise Program (BEP) participation goal is 9% for minorities, women, and persons with disabilities; bidders must submit utilization plans demonstrating good faith efforts or request waivers. Bidders must also submit Veterans Small Business Program Utilization Plans. The State applies a U.S.-manufactured product preference unless exceptions apply for unavailability, price competitiveness exceeding 12%, quality concerns, or public interest. A certified-firms directory of BEP-eligible vendors is included in the solicitation, listing 14 active minority, women, and disadvantaged business enterprises with relevant laundry, cleaning, and housekeeping commodity codes.
The contract will serve governmental units and qualified not-for-profit agencies on an as-needed basis. Vendor submissions must include Vendor Disclosure or IPG Active Registered Vendor Disclosure forms; an Offer to the State; contract documents; and both BEP and VSBP utilization plans. Bids must remain firm for 180 days from opening. Questions are due 72 hours before bid opening. No bid or performance bonds are required. A $15 minority contractor initiative fee applies to awarded contracts valued at $1,000 or more. The resulting contract may be partially or totally funded with Federal funds. Awarded vendors must maintain sufficient financial resources to perform and may be required to provide performance bonds at the State's discretion.
