About this opportunity

The State of Illinois Department of Central Management Services is soliciting bids to establish a Joint Purchase Master Contract for Hirsch Security Systems design, installation, repair, and maintenance services available statewide to all governmental units and qualified not-for-profit agencies, with bids due September 3, 2026. This is a small-business set-aside procurement restricted to vendors registered as Small Businesses in the Illinois Procurement Gateway at bid submission.

Bidders must be licensed Hirsch dealers and AXIS distributors and provide authorized Hirsch certification within five business days if requested; failure to certify renders the bid non-responsive. The scope encompasses design services (vendor-submitted drawings and schematics for state approval), installation, repair, and maintenance of Hirsch systems and compatible components across ten regions by county. Response time requirements are eight hours for routine work and two hours for emergency services, with travel time billed at half-hour increments up to four hours per job. All work must be performed in the United States by the vendor's own employees; subcontracting is prohibited.

The contract term is four years beginning January 1, 2027, or upon execution, with a maximum total term not exceeding ten years including renewals or extensions. This is an indefinite-quantity master contract with no maximum dollar amount specified. Pricing comprises 189 line items: lines 1–160 specify hourly rates by region and contract year; lines 161–170 cover material cost placeholders; lines 171–178 address annual and renewal licensing fees for years one through four; line 179 covers bond services; and lines 180–189 specify equipment pricing per unit. Line items 180–189 are subject to an economic adjustment clause permitting one upward price adjustment per twelve-month period after year one, limited by the U.S. Bureau of Labor Statistics Producer Price Index for rubber and plastic products.

The State reserves the right to award up to two bidders per region based on lowest overall bid price, with primary and secondary designations determined by bidder ranking. When two vendors are selected in a region, the primary vendor receives 65% of award allocations and the secondary vendor receives 35%. Bids must remain firm for 180 days. Vendors must carry $1 million per-occurrence and $2 million aggregate general liability insurance, $1 million auto liability, and workers' compensation insurance as required by law, naming the State as additionally insured. A $15 administrative fee applies to contracts awarded at $1,000 or more, deducted from the first payment. Standard Illinois Certifications and IPG Active Registered Vendor Disclosure requirements apply. Annual reporting on veteran hiring and contract usage is required, with a closeout report due within 90 days of contract expiration.
