About this opportunity

Illinois Department of Central Management Services is soliciting bids for a joint purchase master contract for structural board-up services across ten designated regions under a Small Business Set-Aside restriction, with bids due September 2, 2026 at 10:00 AM and a mandatory pre-bid conference on August 20, 2026 at 10:00 AM via Webex.

Only vendors registered in the Illinois Procurement Gateway as Small Business Set-Aside participants at the time of bid submission are eligible. No subcontracting of labor is permitted.

The scope encompasses on-demand boarding up of accessible openings (doors, windows, structural breaches) using plywood or approved materials, with installations that are safe, weather-resistant, and securely fastened. Vendors must respond to routine work within four hours of notification and emergency work within two hours. All labor, tools, and equipment are vendor-furnished. Vendors must maintain General Commercial Liability insurance of $1 million per occurrence and $2 million annual aggregate, plus Auto Liability and Worker's Compensation Insurance as required by law. All work carries a one-year defect-free guarantee with repairs or replacements at vendor cost.

Compensation is time-and-material: hourly labor rates (including prevailing wages, fringe benefits, employer expenses, vehicle costs, tools, equipment, overhead, and profit) must meet or exceed the highest prevailing wage rate within each region, with materials billed at fixed unit costs by region. Prevailing wage rates range from $31.20 to $53.00 per hour for laborers depending on county. Bidders must demonstrate at least two years of continuous, verifiable commercial board-up experience prior to bid opening, with proof due within five business days of request.

The contract term runs October 1, 2026 through September 30, 2029, with a maximum total term not exceeding ten years including renewals. The State reserves the right to award up to two bidders per region (Primary and Secondary) based on lowest overall pricing. Contract pricing remains firm for 180 days from opening. No bid or performance bonds are required. A Minority Contractor Opportunity Initiative fee of $15 applies to contracts valued at $1,000 or more. Vendors may claim Illinois Business Preference or Domestic Product Preference through provided affidavits.
