About this file
This is an Invitation for Bid and Offer to the State of Illinois form (B-51971) for the JPMC Boarding Up by Region contract, involving the Illinois Department of Central Management Services (CMS). The solicitation seeks to establish a joint purchase master contract for structural board up services available to all governmental units and qualified not-for-profit agencies organized by geographic regions. The contract is limited to Small Business Set Aside vendors registered in the Illinois Procurement Gateway (IPG) at the time of bid submission. The document requires bidders to submit offers in full compliance with the solicitation requirements, including completion of all required documentation outlined in solicitation section A.1, with failure to meet all requirements resulting in disqualification.
The form provides bidders the opportunity to claim applicable preferences under the Illinois Procurement Code, including the Illinois Business Preference (requiring completion of a provided affidavit) and the Domestic Product Preference (requiring notation in the Alternate Description field for qualifying line items). Bidders may also submit exceptions to the Standard Terms and Conditions by providing a redlined version with their offer, which the State may accept or reject at its discretion. The document references the State's standard terms and conditions available at the CPO General website and establishes that any resulting contract will be governed by these standard provisions. Bidders must authorize their submission and acknowledge compliance with all solicitation requirements through an authorized representative's signature.
