About this opportunity
The State of Illinois, Central Management Services, is requesting bids to establish a joint purchase master contract for asphalt equipment, options, accessories, and OEM repair parts under IFB 27-416-CMS-BOSS4-B-52918, with bids due August 12, 2026 at 2:00 PM. A non-mandatory pre-bid conference via Webex occurred on July 21, 2026 at 11:00 AM CST.
The procurement carries a Business Enterprise Program (BEP) participation goal of 4 percent; no Veteran Small Business Participation goal is established. Failure to submit a completed BEP Utilization Plan and vendor disclosure forms results in disqualification.
The scope spans 44 line items of asphalt equipment across categories including grader-mounted rotary milling attachments, vibrating and oscillating tandem rollers, vibrating rollers, brooms, asphalt tank distributor trailers, spray patchers, patch boxes, sealant units, road wideners, bituminous pavers, and concrete saws. Each line item is bid at 1.0 quantity; bidders must specify manufacturer, brand, and model for each offering. Pricing is structured as unit costs and percentage discounts off Manufacturer's Suggested Retail Price (MSRP) for options and repair parts. Baseline costs of $40,000 for modifications and $10,000 for OEM repair parts are specified with applicable discounts applied.
The resulting contract is a blanket purchase agreement with a five-year term from March 1, 2027 through February 28, 2032. Required bid attachments include a signed contract, completed Offer to the State of Illinois, vendor disclosure forms, and the BEP Utilization Plan. Electronic quotes are accepted. One amendment was issued on July 28, 2026 attaching vendor questions and answers. Contact: Ashley Stewart at ashley.n.stewart@illinois.gov, Bureau of Strategic Sourcing, 300 W Jefferson Street, Springfield, IL 62702.
