About this opportunity

The University of Texas Health Science Center at Tyler is requesting competitive sealed proposals for job order contracting services covering interior renovations and general construction services, with proposals due August 25, 2026 at 3:00 p.m., and a pre-proposal conference scheduled for August 5, 2026 at 1:30 p.m. at the Arts Complex.

Responsive proposers must maintain a fully staffed office within 60 miles of the Tyler campus and provide a dedicated, full-time project management team capable of managing multiple concurrent projects. The contractor must perform a minimum of 30 percent of total work with its own full-time employees, with only 5 percent of this requirement allowed for administrative and supervisory staff. A Letter of VetHUB Commitment is required at proposal submission, and the contractor must maintain a pro-active diversification program including VetHUB-certified subcontractors and assist small local subcontractors with payroll and material expenses.

The University anticipates issuing job orders totaling approximately $500,000 during the two-year base term and $250,000 during each of two optional one-year renewal periods, with a target minimum value of $200,000 for the base period and $100,000 for each option period. The maximum cumulative contract value is $5,000,000. The University does not guarantee a minimum quantity of work.

Pricing shall be based on a Unit Price Book using R.S. MEANS Facilities Construction Cost Data, with proposers required to develop coefficients representing general and administrative overhead, insurance, equipment rental, contingencies, and profit. Non-prepriced items are limited to 25 percent of any job order value.

The initial contract term is two years from the effective date, with two optional one-year extension periods. The University will evaluate technical and management proposals addressing company organization, approach, quality assurance, and past performance, along with pricing proposals, and reserves the right to make award determinations based on factors beyond price alone. Specialty areas include mechanical, electrical, plumbing, HVAC services, healthcare renovations, laboratory renovations, general construction and demolition, technology installations, and mechanical equipment repair and maintenance. Award may be to one or multiple contractors. Proposals must be submitted electronically through the BonfireHub website.
