About this opportunity

The University of Texas at Tyler is requesting competitive sealed proposals for Job Order Contracting services for interior renovations and general construction work, RFP 750-25/26-013, with proposals due August 25, 2026 at 3:00 p.m. Central time via BonfireHub. A pre-proposal conference is scheduled for August 5, 2026 at 1:30 p.m. at the Arts Complex on the Tyler campus.

The contractor must maintain a fully staffed office within 60 miles of the Tyler campus and perform a minimum of 30 percent of work with its own employees. The University targets good faith efforts toward small business and Veteran HUB (VetHUB) participation, though participation is not a set-aside requirement.

Scope consists of multiple interior renovation and general construction projects across campus. Individual projects range from $50,000 to $300,000, with a typical project cost of approximately $75,000. Pricing for each Job Order will follow a Unit Price Guide based on R.S. Means Facilities Construction Cost Data, with non-prepriced items capped at 25 percent of any Job Order value. The contractor is responsible for managing subcontractors and maintaining quality control.

The initial contract term is two years with two optional one-year renewal periods. The University anticipates issuing Job Orders totaling $500,000 during the base term and $250,000 during each option period; these amounts are not guaranteed. The University targets a minimum value of $200,000 for the base period and $100,000 for each option period, though failure to meet these minimums does not constitute breach.

Award will be made to the proposer whose offer is most advantageous considering technical and management factors alongside price. The successful contractor must submit Performance and Payment Bonds and maintain comprehensive insurance with minimum limits of $1 million for general liability and $1 million for automobile liability. Payment terms are NET 30 on monthly progress applications.
