About this opportunity

The University of Texas at Tyler is requesting competitive sealed proposals for Job Order Contracting Services for interior renovations and general construction services under RFP No. 750-25/26-012, with proposals due August 5, 2026 at 3:00 PM via BonfireHub and a pre-proposal conference scheduled for July 15, 2026 at 1:30 PM at the Art Complex (attendance highly recommended but not required).

The contractor must perform a minimum of thirty percent of total work with its own employees and establish a proactive diversification program supporting small businesses and Veteran Heroes United in Business (VetHUB) subcontractors. Non-prepriced items cannot exceed twenty-five percent of any individual Job Order value.

The scope encompasses responsive and experienced management capable of executing multiple construction projects simultaneously across campus locations. Individual project costs range from $50,000 to $300,000, with typical projects averaging approximately $75,000. Proposers must price using the most current R.S. Means Facilities Construction Cost Data Unit Price Book. The University assumes ninety percent of work occurs during normal working hours (7:00 AM to 6:00 PM, Monday through Friday) and ten percent during other hours. Place of performance is UT Tyler campus locations.

The initial contract term is two years from the effective date, with two optional two-year renewal periods available. The University anticipates issuing Job Orders totaling a potential maximum value of $250,000 during the base term and each option period, with overall contract value limited to $1,000,000 pending UT System Board of Regents approval. No minimum work quantity is guaranteed. The contractor must maintain Commercial General Liability coverage of $1,000,000 per occurrence and Workers' Compensation at statutory limits, with the University named as additional insured.

Award goes to the proposer whose proposal is most advantageous to the University, considering both technical and management factors and price. Proposals must be submitted in three separate documents covering qualifications, pricing and delivery, and subcontracting plans.
