About this opportunity
The County of Orange, through OC Public Works, is soliciting proposals via a Job Order Contract (JOC) for HVAC Services, as outlined in RFP-080-2995001-JM2. This fully electronic Request for Proposals requires qualified firms to submit proposals exclusively through the County's eProcurement Portal by the June 2, 2026 deadline, with no facsimile or email submissions accepted. Respondents must meet minimum qualifications and requirements specified in the RFP and be capable of delivering HVAC services as detailed in the Scope of Work. All questions or requests for clarifications must be submitted through the solicitation portal by Wednesday, May 20, 2026, at 2:00 p.m., and respondents are prohibited from contacting other County personnel directly regarding the solicitation. The contract utilizes the Construction Task Catalog® for task definitions and pricing, with comprehensive technical specifications and a model contract provided for reference. Evaluation will be based on respondent qualifications, compliance with contractual requirements, and ability to meet the specified service delivery standards outlined in the accompanying technical specifications and scope documents.
The solicitation references a Pre-Qualification List for HVAC Services, indicating that respondent eligibility may be restricted to pre-qualified vendors, though the specific set-aside designations or disadvantaged enterprise requirements are contained within the detailed RFP documents. The County has provided a model contract for the JOC arrangement, which establishes the framework for task order issuance and performance standards that successful respondents will be required to follow. The use of the Construction Task Catalog® ensures standardized pricing and scope definitions across all issued task orders under this contract vehicle. While specific budget ranges and award values are not explicitly stated in the announcement, the JOC structure typically establishes a multi-year contract with indefinite quantities of work to be assigned through individual task orders. Interested firms should review all provided documents, including the Orange County District Attorney's Office Public Works Unit guidance, to ensure full compliance with County procurement policies and HVAC service requirements.
