About this opportunity
The County of Orange, OC Public Works, is soliciting proposals through a Request for Proposals (RFP-080-2998505-EL) for a Job Order Contract (JOC) for Demolition Services to be performed at various locations throughout Orange County, California. This indefinite-quantity, firm fixed-price contract requires qualified demolition service providers to perform repair and repetitive demolition work utilizing a Construction Task Catalog with pre-established unit prices and specifications. Respondents must hold a Class C-21 California State Contractor's License, possess pre-qualification status, maintain Department of Industrial Relations registration, provide proof of bonding capacity, carry minimum insurance coverage of $3,000,000 general liability, demonstrate completion of at least six public projects within the last ten years of similar scope, and have completed three public agency projects outside Orange County. Pricing is structured through two adjustment factors applied to the Construction Task Catalog unit prices—one for normal working hours (7:00 AM to 5:00 PM, Monday-Friday) weighted at 80 percent and one for other than normal working hours (5:01 PM to 6:59 AM and weekends/holidays) weighted at 20 percent. The evaluation process comprises three phases: Phase 1 written response scoring up to 600 points, Phase 2 presentation/interview up to 400 points, and Phase 3 best value formula based on pricing factors. A mandatory pre-submittal meeting and site visit is scheduled for February 24, 2026, at 10:00 a.m. via Microsoft Teams, with full attendance required for proposal consideration. The question submission deadline is February 26, 2026, at 2:00 p.m., and electronic proposals must be submitted through the County's eProcurement Portal by March 10, 2026, at 2:00 p.m., with bid security of 10 percent of the total bid amount due by the same date.
The County offers a five percent preference for certified Orange County Local Small Business (OCLSB) proposers, increasing to eight percent for dual certification with Disabled Veteran Business Enterprise (DVBE) status; however, DVBE preference does not apply to public works construction projects. Seven firms have been pre-qualified to proceed and are listed on the Pre-Qualification List: AD Improvements, Inc.; Integrated Demolition and Remediation Incorporated; Interior Demolition, Inc.; MEC, Inc. dba MEC Environmental, Inc.; Precision Works, Inc. dba Precision Environmental; Titan Disposal Co., Inc.; and Wreck Age Demolition, Inc. All public works projects are subject to prevailing wage requirements under California Labor Code Section 1773, and contractors must register with the Department of Industrial Relations under Labor Code Section 1725.5. The contract is structured as a one-year agreement with options to extend for two additional one-year periods upon mutual written agreement, based on contractor performance and County needs, with a total contract value not to exceed $1,000,000. Upon award, the successful contractor must furnish a Performance Bond in the amount of $500,000 and a Payment Bond in the amount of $500,000, both subject to approval by the County Counsel and Risk Manager. Contractor responses must remain valid for 365 calendar days and include comprehensive compliance statements, financial documentation, labor compliance certifications, safety records, and relevant project experience documentation.
