About this file

This is a Request for Proposals (RFP-080-2998505-EL) issued by Orange County Public Works for a Job Order Contract (JOC) for Demolition Services to be performed at various locations throughout Orange County, California. The County seeks qualified demolition service providers to perform repair and repetitive demolition work utilizing a Construction Task Catalog with pre-established unit prices and specifications. A mandatory pre-submittal meeting and site visit is scheduled for February 24, 2026, at 10:00 a.m. via Microsoft Teams, with full attendance required for proposal consideration. The question submission deadline is February 26, 2026, at 2:00 p.m., and electronic proposals must be submitted through the County's eProcurement Portal by March 10, 2026, at 2:00 p.m. The contract is structured as a one-year agreement with options to extend for two additional one-year periods upon mutual written agreement, based on contractor performance and County needs, with a total contract value not to exceed $1,000,000.

Respondents must hold a Class C-21 California State Contractor's License, possess pre-qualification status, maintain Department of Industrial Relations registration, provide proof of bonding capacity, and carry minimum insurance coverage of $3,000,000 general liability. Pricing is structured through two adjustment factors applied to the Construction Task Catalog unit prices—one for normal working hours (7:00 a.m. to 5:00 p.m., Monday-Friday) weighted at 80 percent and one for other than normal working hours (5:01 p.m. to 6:59 a.m. and weekends/holidays) weighted at 20 percent. The County offers a five percent preference for certified Orange County Local Small Business (OCLSB) proposers, increasing to eight percent for dual certification with Disabled Veteran Business Enterprise (DVBE) status; however, DVBE preference does not apply to public works construction projects. All public works projects are subject to prevailing wage requirements under California Labor Code Section 1773, and contractors must register with the Department of Industrial Relations under Labor Code Section 1725.5. Upon award, the successful contractor must furnish a Performance Bond in the amount of $500,000 and a Payment Bond in the amount of $500,000, both subject to approval by the County Counsel and Risk Manager. Seven firms have been pre-qualified to proceed: AD Improvements, Inc.; Integrated Demolition and Remediation Incorporated; Interior Demolition, Inc.; MEC, Inc. dba MEC Environmental, Inc.; Precision Works, Inc. dba Precision Environmental; Titan Disposal Co., Inc.; and Wreck Age Demolition, Inc.
