About this opportunity

The Kansas Department of Revenue is requesting proposals for janitorial services at four Driver's License Examination offices in the Wichita area — Wichita, Wichita West, Andover, and Derby — with proposals due October 1, 2026, at 2:00 PM CST and attendance at a mandatory pre-bid conference on September 3, 2026 (staggered times across all four locations) required as a condition of bid eligibility.

Bidders must be Kansas-based with headquarters physically located in Kansas and hold a current Tax Clearance Certificate from the Kansas Department of Revenue. Failure to attend the in-person pre-proposal conference results in automatic rejection. The State of Kansas offers preferences for Certified Businesses and Disabled Veteran Owned Businesses; supporting documentation must accompany bids to claim these preferences.

The scope covers five times weekly Monday-through-Friday janitorial services during business hours (7:00 AM to 5:00 PM CST) across approximately 33,000 square feet combined: Wichita DLEX and Taxation Office (14,805 sq. ft.), Wichita West DLEX (10,000 sq. ft.), Andover DLEX (3,665 sq. ft.), and Derby DLEX (4,524 sq. ft.). Services include floor maintenance, carpet care, restroom sanitation, high-touch surface disinfection, and general cleaning to specified performance standards. The contractor must furnish all equipment and cleaning supplies except toilet tissue, paper towels, and certain dispenser refills. Contractors require a minimum of three years' commercial office cleaning experience and must employ only individuals 18 years or older.

The contract term is five years, January 1, 2027, through December 31, 2032. Annual pricing must be submitted for all five years with optional incremental increases not exceeding 5% annually. The contractor must carry comprehensive liability insurance ($50,000 per person / $100,000 per occurrence) and a fidelity or indemnity bond of $5,000. Janitorial staff may have incidental access to confidential tax and motor vehicle records and must sign the supplied Confidentiality Agreement. Additional requirements include monthly quality control inspections, 24-hour callback service for missed cleaning, submission of Material Safety Data Sheets for all chemicals, and compliance with all state and federal employment and nondiscrimination regulations.
