About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky State Treasurer, is requesting bids for janitorial and deep cleaning services at the West Frankfort Office Complex in Frankfort, Kentucky, with bids due August 11, 2026 at 1:30 PM EST. Kentucky resident bidders receive reciprocal preference equal to any preference given by the bidder's home state; qualified bidders including Kentucky Correctional Industries and nonprofit organizations serving individuals with disabilities may receive preference points.

The scope covers approximately 14,000 square feet of the 18,480-square-foot facility, with routine janitorial services performed Monday through Friday from 5:00 PM to 10:00 PM or Saturday–Sunday from 7:00 AM to 3:00 PM, including daily cleaning of entrances, bathrooms, break rooms, and common spaces; weekly floor, wall, and ceiling maintenance; monthly furniture and blind cleaning; quarterly carpet extraction and floor stripping/sealing; and semi-annual window and comprehensive surface cleaning. Deep cleaning services are provided on an as-needed basis. Bidders must submit bids for both line items or the bid will be deemed non-responsive.

The initial contract period runs from the award date through July 31, 2027, with four optional two-year renewal periods available at the Commonwealth's discretion. Evaluation uses best value scoring: price (80 points), customer review forms from current clients (10 points maximum), and years in business (10 points maximum). Vendors must demonstrate a minimum of three years in business as a janitorial services provider or manager or the bid will be deemed non-responsive. Pricing must remain firm for 60 days after the bid due date and for 12 months into the contract; thereafter, increases require written justification for industry-wide changes.

The vendor must provide a $1,000,000 Fidelity Bond and maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate. All employees must be 18 years or older, pass criminal background checks conducted by the Kentucky Administrative Office of the Courts, and sign in and out daily. The vendor is responsible for all cleaning products, equipment, and materials, including Material Safety Data Sheets for all chemicals. Bi-monthly facility inspections are required, with performance deficiencies corrected within 48 hours of notification. Electronic submission through Kentucky's eProcurement system is mandatory. The site visit was July 30, 2026; written questions were due July 31, 2026, with Commonwealth responses posted August 3, 2026.
