About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet is requesting bids for janitorial services at the West Frankfort Office Complex, 1050 US Highway 127 South, Suite 100, Frankfort, Kentucky on behalf of the Kentucky State Treasurer, with bids due August 11, 2026 at 1:30 PM EST and a mandatory site visit on July 30 at 2:00 PM EST.

Kentucky resident bidders and qualified bidders including Kentucky Correctional Industries and Kentucky Industries for the Blind are eligible for reciprocal and preference consideration.

The scope covers routine janitorial services and deep cleaning for approximately 14,000 of the facility's 18,480 square feet. Services are performed Monday through Friday between 5:00 PM and 10:00 PM or anytime Saturday and Sunday between 7:00 AM and 3:00 PM. The vendor must provide all cleaning products, equipment, and materials; conduct bi-monthly inspections with the agency designee; and perform annual criminal background checks on all employees. Vendors must have a minimum of three years in business providing janitorial services or janitorial management services.

The initial contract period runs from award through July 31, 2027, with four optional two-year renewal periods available at the Commonwealth's discretion. Pricing is quoted on a monthly basis for 12 months and must remain valid for 60 days after the bid due date. No price increases are permitted during the first 12 months; thereafter increases are permitted only after 12 months based on industry-wide changes and subject to Commonwealth approval.

Award will be made on a best-value basis using 80 points for price, 10 points for customer review forms, and 10 points for years in business. Customer review forms must be submitted directly by customers (not vendors) to LisaK.Perry@ky.gov by the bid deadline.

The vendor must maintain Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate and provide a $1,000,000 Fidelity Bond. Written questions are due July 31 at 2:00 PM EST, with Commonwealth responses due August 3. Bids must be submitted electronically through Kentucky's eProcurement system; paper bids are non-responsive. The Commonwealth retains the right to cancel the contract with 30 days' notice.
