About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Department of Corrections, is requesting bids for janitorial services at Probation & Parole offices across eight regions of the state, with bids due August 14, 2026 at 1:30 p.m. EST (extended from August 6). Qualified bidders including Kentucky Correctional Industries receive a 20 percent preference, and qualified nonprofits receive 15 percent preference; Kentucky resident bidders receive reciprocal preference.

The scope covers 47 locations distributed across Southwest, Northern, Louisville Metro, Central, Southeast, Western, Southcentral, and Eastern Kentucky regions, ranging from approximately 1,447 to 15,364 square feet. Services include daily cleaning Monday through Friday, 8:00 a.m. to 4:30 p.m., excluding legal holidays; weekly deep cleaning of high surfaces and glass; quarterly carpet extraction and waste basket cleaning; and semi-annual window cleaning, venetian blind washing, and tile floor stripping, sealing, and waxing. Vendors supply all cleaning materials and equipment. Vendors may bid on one or more locations within a region, and the Commonwealth intends to award multiple contracts per location.

The initial contract period runs from award through August 31, 2027, with four optional two-year renewal periods available. No budget amount is disclosed. Evaluation uses best value criteria with 90 points for price (lowest bidder receives maximum points) and 10 points for years in business as a janitorial services provider, verified through documentation such as Articles of Incorporation. Pricing must be submitted per square foot on the attached bid sheet and remain firm for the first twelve months; increases thereafter require written justification based on industry-wide price changes.

Vendors must maintain Commercial General Liability Insurance of $1,000,000 per occurrence and $2,000,000 aggregate, provide criminal background checks for all employees within six months of submission, complete employee confidentiality statements, and conduct bimonthly on-site inspections beginning at month one. Vendors are responsible for all breakage, damage, and loss. Site visits are not conducted. Written questions were due July 29, 2026. Vendor registration in the Kentucky Vendor Self Service System is required at least 24–48 hours prior to submission.
