About this opportunity

The Comptroller of Maryland is requesting proposals for IT System Modernization Technical Support Services under a Task Order Request for Proposal (TORFR) numbered E00B6600011, with proposals due February 5, 2026 at 10:00 a.m., constrained by two critical eligibility filters: this is a Small Business Reserve (SBR) procurement limited to certified small businesses meeting Maryland statutory requirements under State Finance and Procurement Article 14-501–14-505, and only Master Contractors already awarded contracts under the CATS+ (Consulting and Technical Services +) program (060B2490023) are eligible to submit.

The scope encompasses technical support and consulting services for the Comptroller's IT infrastructure and system modernization initiatives supporting 1,500–1,900 end users across internal, seasonal, contractor, and third-party positions. Key deliverables include hyper-converged infrastructure (HCI) administration and maintenance, mainframe application modernization, desktop engineering support, audiovisual support, ServiceNow technical direction, and strategic planning for IT infrastructure modernization. The contractor must provide eight designated Key Personnel positions (Project Manager, System Engineer for MS 365, Senior Systems Engineer, Business Analyst, Senior Business Analyst, Database Administrator, Documentation Specialist, and additional support roles), with three positions required available within 15 days of contract award. The current environment includes IBM mainframes, 350+ Windows and Linux servers, a 1.5 petabyte capacity SAN, 200+ network devices, 2,400+ desktops, and 128 custom web applications. The contractor must maintain SOC 2 Type 2 audit compliance, 24x7x365 support availability, FedRAMP certification, IRS Publication 1075 compliance, and Maryland cybersecurity and SDLC methodology standards. Service Level Agreements require 98% compliance with response times of less than one hour for critical problems, four hours for normal, and 24 hours for low-priority issues; resolution times of four hours for critical, 24 hours for normal, and 72 hours for low-priority.

The contract term is five years from June 1, 2026 through May 31, 2031 with no option periods. Pricing is on a time-and-materials basis using CATS+ labor rates; no budget allocation or annual funding amount is specified. The MBE subcontracting goal is 3% with no VSBE goal. The current service provider is Cas Severn, Inc. Evaluation occurs in staged phases: responsiveness review, minimum qualifications (pass/fail), technical proposal review, oral presentations (scheduled February 9–11, 2026), technical ranking, and financial analysis, with technical factors weighted more heavily than financial factors. H1B visa candidates are ineligible. Questions were due January 20, 2026 at 10:00 a.m.; all Q&A is published on the CATS+ website.
