About this file
This Pre-Proposal Conference Minutes document summarizes a meeting held by the Comptroller of Maryland on January 14, 2026, regarding TORFP #E00B6600011 for IT System Modernization Technical Support Services. The solicitation seeks information technology expertise and consulting services to support the Comptroller's Office IT modernization initiative. A pre-proposal conference was conducted with eighteen vendor attendees to provide an overview of the procurement and address potential offerors' questions. Written questions must be submitted by January 20, 2026, at 10:00 a.m., with proposals due February 5, 2026, at 10:00 a.m. local time. Proposals must be submitted via email according to the instructions specified in Section 5.3 of the TORFP. The contract award is for a five-year term from June 1, 2026, through May 31, 2031.
The procurement incorporates a three percent Minority Business Enterprise (MBE) subcontracting goal with no Veterans Small Business Enterprise (VSBE) goal. This is a Small Business Reserve (SBR) procurement limited to certified small businesses and Master Contractors previously awarded contracts under the CATS+ (Consulting and Technical Services +) master contract program #060B2490023. The evaluation process is multi-staged, beginning with responsiveness review, followed by minimum qualifications assessment (pass/fail criteria), technical proposal review using evaluation criteria from Section 6.2, oral presentations for technically qualified offerors, technical ranking, financial proposal analysis, and final overall ranking. Technical factors are weighted more heavily than financial factors in the award determination. All questions and answers will be published on the CATS+ website, and interested vendors must ensure MBE documentation is completed correctly if applicable.

V. Proposal Submission Requirements
A breakdown of the required division of Technical and Financial proposals was provided, with references Section 5.4 of the TORFP where all formatting requirements and forms are detailed.
VII. How Your Proposal Will Be Evaluated – Tracy Cain
A. First, the proposals are reviewed for responsiveness. During this review, the procurement officer will inspect the proposal for various items, such as timely proposal submission, signed affidavits, MBE documentation. All of these items and more are included in the determination of a proposal’s responsiveness.
B. Second, is a review of the Offeror’s proposal to determine if it meets the minimum qualifications.
There are minimum qualifications for the Offeror. All minimum qualifications are pass/fail and each must be passed for the proposal to continue through the evaluation. The minimum qualifications must be met by the prime contractor. Subcontractor experience may not be used to meet the minimum qualifications.
C. Third, is a thorough review of the Offerors TO Technical proposal. During this review, the evaluation team will be using the evaluation criteria described in Section 6.2 of the TORFP. At the conclusion of this stage the evaluation team will determine those proposals that are technically qualified.
D. Fourth, Oral Presentation for Offerors that are technically qualified will be performed. As described in Section 4.5, in the event that more than ten (10) responsive proposals, the PO may perform a down select.
E. A technical ranking will be performed for all proposals based on the oral presentation. At the conclusion of this stage, the evaluation team will determine a final technical ranking. Proposals will be ranked from highest to lowest for technical merit based on the quality of the proposals submitted and oral presentation results.
F. Fifth, is the analysis of the Offerors financial proposal. Financials are not opened prior to this point of the evaluation process so it is inappropriate to discuss pricing during the oral presentation or in the technical proposal. At the conclusion of this stage, the Offerors will be ranked financially with the lowest priced Offeror being ranked as #1.
G. The final stage is the overall ranking of the Offerors. Section 5.3 of the TORFP states that technical factors will receive greater weight than financial factors in making the award determination. Please do not disregard pricing, it does matter. At the conclusion of this stage, the Offeror ranked #1 overall will be recommended for award.
