About this opportunity

The Florida Department of Financial Services is requesting replies to an Invitation to Negotiate for leased office and warehouse space in Fort Myers, with replies due August 20, 2026 at 1:00 p.m. ET. The Agency requires between 9,681 and 10,674 contiguous usable square feet to house the Division of Criminal Investigations and State Fire Marshal within specified geographic boundaries in Fort Myers.

The space must accommodate specialized use areas including evidence rooms, equipment rooms, a training center, locker room with shower facilities, laundry facilities, and two open bay warehouse areas of approximately 5,000 square feet each, along with personnel and support areas. The lease structure must be full-service (gross) with all operating expenses—utilities, maintenance, janitorial services, insurance, and tenant improvements—included in the rental rate with no additional pass-through expenses permitted. The Agency requires 55 parking spaces plus additional ADA-compliant spaces, with 10 to 15 spaces in a secure, fenced area for State vehicles. Offerors must demonstrate clear title or control through deed, lease agreement, power of attorney, or purchase option documentation and comply with detailed specifications in Attachment A, including ADA compliance, HVAC requirements, security features, fire safety standards, and specialized finishes.

Offerors must submit proposals offering either a seven-year base term with two seven-year renewal options or a ten-year base term with two seven-year renewal options, with annual rental rates per square foot provided for each year. The anticipated lease commencement date is April 1, 2028; liquidated damages of $492.39 per day apply if the space is not available by that date. The successful offeror will be responsible for all construction costs, permits, inspections, and professional cleaning services, delivering the space in turn-key condition with a Certificate of Occupancy and State Fire Marshal approval. Evaluation is anticipated August 20 through September 3, 2026, with negotiations September 3 through September 30, and Notice of Intent to Award anticipated October 6, 2026. Savills, Inc. is the Agency's exclusive representative; inquiries should be directed to Michael Messina (mmessina@savills.us) or Chris Brown (cdbrown@savills.us). Protests must be filed within 72 hours of posting.
